Summative Evaluation Report

  • Medicaid Transformation Project Summative Evaluation Report approval letter (November 3, 2025): CMS approved Washington state’s MTP Summative Evaluation Report covering the demonstration period from January 2017 through December 2022. CMS's review found through the application of a rigorous evaluation methodology, Washington’s Medicaid Transformation Project demonstrated measurable progress in advancing integrated care, expanding access to housing and employment supports, and strengthening the state’s capacity for substance use disorder and behavioral health treatment.

Initiative 4: substance use disorder (SUD) IMD

Institutions for mental diseases (IMDs) are hospitals, nursing facilities, or other institutions of more than 16 beds that are primarily engaged in providing diagnosis, treatment, or care of persons with mental diseases, which includes SUD.
