Become a Community Behavioral Health Support (CBHS) provider

Starting July 1, 2024, Apple Health (Medicaid) clients in some Washington regions have access to behavioral health support services that include supportive supervision and skills development. Learn about the services and see who is eligible.

What is Community Behavioral Health Support (CBHS)?

CBHS is a new program that began July 1, 2024. This program helps people who have a significant mental health diagnosis and need additional support to live in a community setting like an adult family home or an assisted living facility.

The CBHS program provides a service called supportive supervision. Supportive supervision is:

  • A voluntary service.
  • One-on-one in-person monitoring, redirection, diversion, and cueing of the client to prevent at-risk behavior that may result in harm to the client or to others.
  • Providing individuals with assistance to build skills and resiliency to support stabilized living and integration.
  • Coordinated as appropriate with other services such as behavior support and/or crisis plans to help ensure community stability.

These interventions are not related to the provision of personal care. For more information on eligibility, see WAC 182-561.

Supportive supervision can be provided by the following residential provider types:

  • Adult family homes (AFH)
  • Enhanced service facilities (ESF)
  • Assisted living facilities (ALF)
    • Enhanced adult residential care facilities (EARC)
    • Adult residential care facilities (ARC)

Transition from Behavioral Health Personal Care

Supportive supervision will replace Behavioral Health Personal Care (BHPC) managed care organization (MCO) wrap-around funding. Throughout the next year, Home and Community Services will stop authorizing BHPC in a residential facility at the time the resident's CARE assessment is due for renewal. Providers must prepare for this transition to continue getting paid for providing support to current or new residents.

Become a CBHS supportive supervision provider?

To offer supportive supervision, providers must:

  1. Complete an application in ProviderOne. This will allow HCA and MCOs to contract with you to provide this service.
    1. View step-by-step instructions to complete ProviderOne application.
    2. Watch a recorded training about completing your application in ProviderOne.
  2. Contract with MCOs to serve managed care enrollees.

Training resources

HCA will no longer hold office hours to assist providers with CBHS concerns. Email HCA 1915i services to request assistance.
