About the Health Care Authority (HCA)

Programs and initiatives

HCA is the largest health care purchaser in Washington State, as well as its behavioral health authority. We serve more than 2.7 million people through our Apple Health (Medicaid), behavioral health, Public Employees Benefits Board (PEBB), and School Employees Benefits Board (SEBB) programs. We provide behavioral health services to all residents of Washington State, regardless of insurance. Through a wide range of programs and initiatives, HCA ensures Washington residents access to better health, better care, and lower costs.
