The agency is amending this chapter to include rules related to funding, application submission periods, training requirements, and new provider types.

The agency is amending this chapter to add rules relating to certified peer support specialist (CPSS) trainers and training organizations. Topics for this rulemaking may include the CPSS approval process and examination deadline, as well as rules relating to CPSS monitoring, complaints, corrective action, resolution, and appeals.

The agency is amending these rules to comply with RCW 74.09.837 and 2E2SSB 5580, Sec. 2 updating the maternity support services program to address perinatal outcomes and increase equity and healthier birth outcomes. Additionally, the agency is amending language to align with gender neutrality, updating screening requirements, adding care coordination with birth doulas, allowing telehealth, and adding an additional payment for a risk factor screening and a postpartum nurse home visit.

The agency is amending these rules as the payments for outlier enhancements have exceeded the budget neutral amount calculated during the 2021 hospital rebasing period. An increase in the outlier threshold will allow the state to bring payments more in line with the budget neutral total calculated in 2021.
