Most PEBB Program rates are updated on an annual basis. O&T will notify benefits administrators via a GovDelivery email message when new rates become available. Subscribe to receive O&T notices to ensure that you receive these notices and other important updates related to the administration of PEBB benefits.

School district and ESD board member coverage options changing in 2024

Beginning January 1, 2024, school districts and educational service districts (ESDs) will no longer contract with the Health Care Authority to provide Public Employees Benefits Board (PEBB) benefits for board members interested in participation. Board members will have the option to individually enroll through the SEBB Program in SEBB medical, dental, and vision coverage. Board members who are interested in participating can contact customer service at 1-800-200-1004. Learn more about this change.

Employer's Payment for Health Care Benefits

This section is applicable to employees of state agencies and higher education institutions.

Rates to calculate the Employer's Payment for Health Care Benefits

The rates in the table below are provided each year to assist employers with calculating the Employer's Payment for Health Care Benefits (previously known as Cockle rates). When an employee qualifies for time-loss compensation, the employer must provide the employee’s compensation information, which includes the Employer's Payment for Health Care Benefits, to L&I to determine the employee's total claim benefit.

As of January 1, 2020, the Employer's Payment for Health Care Benefits is determined by the tier the employee (subscriber) is enrolled in. Review the examples of how to calculate the payment amount using the current rates listed in the table below.
