SEB Board looks at 2024 legislation and behavioral health access

On March 14, 2024, the School Employees Benefits Board (SEB Board) met. Members attended in person at the Health Care Authority (HCA) building in Olympia and remotely. The meeting was open to the public both in person and via Zoom.

HCA staff introduced the following proposed resolutions: 

  • SEBB 2024-01: Amending SEBB 2021-02, School employees may waive enrollment in medical 
  • SEBB 2024-02: Amending SEBB 2021-03, SEBB benefits enrollment requirements when PEBB benefits are waived 
  • SEBB 2024-03: Amending SEBB 2021-05, Resolving dual enrollment involving dual subscriber eligibility 
  • SEBB 2024-04: Amending SEBB 2021-07, Resolving dual enrollment involving a member with multiple medical enrollments as a dependent 
  • SEBB 2024-05: Amending SEBB 2021-08, SEBB benefit automatic enrollments when PEBB benefits are auto-disenrolled 
  • SEBB 2024-06: Continuation coverage when a term of board member of a school district ends 
  • SEBB 2024-07: Continuation coverage when a dependent of a school board member loses eligibility 

The first five resolutions amend policy resolutions adopted by the Board in recent years to implement a state law prohibiting dual enrollment in, and between, the SEBB and PEBB Programs. All seven resolutions will be scheduled for a vote at the SEB Board meeting on April 4. 

HCA staff provided presentations on the following:  

  • Follow up on questions asked at the January Board retreat about inhaler coverage and dental coordination of benefits 
  • Updates on the status of legislation moving through the 2024 Legislature 
  • Information on access to behavioral health appointments 
  • Follow up on pharmacy administration and Federally Qualified Health Centers (FQHCs) 
  • Overview of vision benefit coverage and proposed changes for the PEBB Program 
  • Overview of policy and rules development and proposed resolutions 
  • Update on SmartHealth launch experience and platform engagement 
  • Update on Benefits 24/7

The next public meeting of the SEB Board is scheduled for April 4, 2024, at 9 a.m. Board members and the public may attend in person (masks are optional) or virtually via Zoom.
