Long-term disability (LTD) insurance
The Standard manages billing and processes claims for SEBB long-term disability insurance (LTD).
Flexible Spending Arrangements (FSAs) and the Dependent Care Assistance Program (DCAP)
Navia manages billing and processes claims for the SEBB Program's Medical Flexible Spending Arrangement (FSA), Limited Purpose FSA, and the Dependent Care Assistance Program.

HCA Support
HCA Support is a secure, web-based correspondence program that allows you to send documents and communicate directly with O&T, SEBB Accounting, and other departments within the SEBB Program by using the ​​​​designated tile named, "Benefits administrator inquiry".

It's important that BAs use the designated tile named, "Benefits administrator inquiry". Using the "General Support" tile will lead to a delayed response, as your inquiry will be initially routed to units at HCA that are outside of O&T.

Employees are encouraged to complete enrollment online using Benefits 24/7. However, the forms provided below can also be used for employee and dependent enrollment.

Employees may use the following forms to complete their enrollment in supplemental life and supplemental accidental death and dismemberment (AD&D) insurance and to elect participation in a flexible spending arrangement (FSA) or the Dependent Care Assistance Program (DCAP). A goal for implementing this toolkit is to align the way multiple partners (Washington State Health Care Authority’s SEBB Program, unions, and SEBB organizations) share about the FSA benefit and ensure common language. - New hire letter: Please share during a new hire orientation or in a welcome packet to raise awareness about this benefit.
- SEBB Navia Benefits Debit Card Image: Show members the card so they know what to expect when they receive it in the mail.
- Shareable messaging for the plan year 2026: Pre-drafted messaging to post on social media, copy into the body of an email, or to share on another platform you have available for communicating with employees. We have suggested times of year to share the messaging included in the document. Please begin using this messaging in January 2026.
- CBA FSA Contribution FAQ for members: Drafted for employees, this addresses some frequently asked questions and can be distributed to members or referenced to answer member questions.
- CBA FSA Contribution FAQ for union representatives: This is intended as a resource for union representatives and informs them of communication tactics and when they are distributed, and provides some information about the administration of FSAs and the contribution.
- FSA video: Post on social media, copy in the body of an email to employees, play during new employee orientation presentations, or share on another platform you have available for communicating with employees.
- CBA FSA Contribution flowchart images: This chart helps an employee to navigate whether they may be eligible to receive the FSA contribution. Please feel free to use on your website, in an email or social media, or in print materials such as a newsletter. We have provided both a horizontal and vertical format as PDFs.
