General Health Care Authority rulemaking

The agency is amending chapter 182-70 WAC to remove use of the term “proprietary financial information” and to add the provision that the agency may act as the lead organization to coordinate and manage the all payer health care claims database. These amendments are intended to comply with changes to the enabling legislation (chapter 43.371 RCW) made during the 2025 legislative session (Chapter 305, Laws of 2025 (EHB 1382)).

The agency is amending this rule to add language about data sharing between the Drug Price Transparency Program, the Prescription Drug Affordability Board, and the Health Care Cost Transparency Board to align with Engrossed Substitute House Bill 1508, Chapter 80, Laws of 2024, Sec. 2 (2)(a).

To help ensure access to primary care, behavior health, and affordable hospital services, HCA is developing new rules as required under Chapter 41.05 RCW.

The Health Care Authority is tasked with developing and adopting rules for implementing the responsibilities outlined in RCW 50B.04.020(2) for the WA Cares program.
