About the council
Apple Health works best when it is shaped and informed by the voices and experiences of the people it serves.
The Beneficiary Advisory Council, also known as the Apple Health Lived Experience Advisory Panel (LEAP), is a group of Apple Health clients, their families, and caregivers who meet with the Washington State Health Care Authority (HCA) to share feedback, discuss issues, and help guide decisions that improve Apple Health services.
Council members bring lived and living experience from many parts of Apple Health, including primary care, emergency visits, behavioral health, long-term services and supports, personal care, and more. Their input helps make Apple Health work better for everyone.

Applications are currently closed for the council and will reopen every other year to welcome new members. Applications will reopen in 2027. During the biennial selection process, applications will be reviewed, and applicants will be notified by June 30 if they have been selected or not.

Council members serve a two-year term. Regular attendance and participation are expected of all members.

The council meets quarterly, online using Microsoft Teams. Members will be able to log on by telephone or internet.

Members meet for about 1-2 hours each quarter (every three months).

Nine people with lived and living experience with Apple Health were selected as members.

HCA aimed to include a wide range of voices that reflect the communities served by Apple Health.
The selection process included:
- Sharing the application through the HCA website, community organizations, clinics, and local networks.
- Applicants submitting information about their background, interests, lived experience, and connection to Apple Health.
- An HCA selection committee reviewing applications and choosing members from diverse regions, cultures, and experiences.
- Notifying all applicants of the selection decisions.
- How are council leaders selected?

The council selects its own leaders. These members help guide meetings, support group discussions, and work closely with HCA.
- Members are nominated (or can nominate themselves).
- The council votes.
- Leaders are chosen by majority vote and serve for a specific term.
Leadership roles are open to any current member and are a great way to take on more responsibility within the council.
