Washington State All Payer Claims Database (WA-APCD)

The Washington All-Payer Health Care Claims Database (WA-APCD) is the state’s most complete source of health and dental insurance data. WA-APCD data is used for reporting, analytics, and to help the public make their health care decisions. It supports health care and payment reform while addressing the need for cost, quality, and utilization transparency. Using the WA-APCD, Washington State helps advance medicine and public health.

The WA-APCD began in 2014 when the Washington State Legislature passed landmark legislation that directed the Office of Financial Management (OFM) to establish and create the database.

The Washington State Health Care Authority (HCA) and Office of Financial Management (OFM) transitioned management of the WA-APCD from OFM to HCA. In January 2020, the Washington State Health Care Authority became the WA-APCD program administrator.

Washington HealthCareCompare is an online tool based on WA-APCD data to improve health care cost and quality transparency. Users can search over 100 procedures and treatments for cost information and examine quality ratings of providers and hospitals. In 2018, Washington HealthCareCompare won the National Association of Health Data Organizations' "Innovation in Data Dissemination Award." The site also includes results for the Statewide Common Measure Set.

WA-APCD partners

HCA partners with Onpoint Health Data and Forum One to maintain WA-APCD program operations. HCA ensures that data submissions are securely collected and validated, and that the information is made available and meaningful.

Onpoint has four decades of experience designing, constructing, managing, and analyzing a wide array of health care databases. Their work includes developing half of the nation’s established APCDs. With coordination from HCA and the lead organization, Onpoint works directly with Washington data suppliers to collect, validate, secure, and analyze health care data.

Website and communications: Forum One

HCA worked with the Seattle office of Forum One, a communications and digital agency, to design and build the WA-APCD website. The WA-APCD website helps consumers shop for health care services and providers. Forum One specializes in creating web solutions for mission-driven organizations to extend their influence and impact the world. Their team brings deep experience in engaging consumers in their health care decisions.
