Substance use treatment

The Health Care Authority (HCA) provides funding and oversight for substance use treatment services for people enrolled in Apple Health (Medicaid).

Drug and alcohol treatment services are covered by:

  • Behavioral health organizations (BHOs)
  • Apple Health fee-for-service (FFS) program

Screening, brief intervention, and referral to treatment (SBIRT)

SBIRT is an evidenced-based model for early intervention and treatment for people who have or are at risk of developing substance use disorders. The SBIRT approach:

  • Provides universal screening for substance use.
  • Identifies risky or hazardous use that may lead to abuse or dependence.
  • Offers early intervention and timely referral to treatment.

Do I need certification to use SBIRT?

Yes. Providers must complete one of the approved SBIRT trainings to implement SBIRT and to supervise SBIRT services. Completing an approved training meets HCA’s requirement of three to four hours of SBIRT training.

SBIRT Oregon

SBIRT Oregon hosts implementation resources such as workflows, screening forms, and training videos. The videos focus on primary care settings and include demonstrations of brief interventions. The webpage also provides Drug Abuse Screening Test (DAST) and Alcohol Use Disorders Identification Test (AUDIT) screening tools in multiple languages.

The Washington State Hospital Association SBIRT training videos are designed for busy care teams and support SBIRT implementation across care settings with a focus on emergency departments and inpatient units.

Institute for Research, Education, & Training in Addictions (IRETA) – SBIRT toolkit

An SBIRT toolkit for practitioners and organizations using or considering SBIRT in a variety of settings. Includes client brochures and resources to support SBIRT delivery for adults and adolescents.
