Navia Benefit Solutions administers the Flexible Spending Arrangement (FSA), Limited Purpose FSA, and Dependent Care Assistance Program (DCAP) for the SEBB Program.

FSA

The FSA is a personal expense account allowing you to set aside a portion of your salary pretax to pay for qualified health care expenses. Learn about FSAs.

Key features

  • Elect up to $3,300 to help pay for eligible expenses January 1 through December 31, 2026.
  • Access your full annual election amount at the start of the year.
  • Thousands of medical, dental, and vision expenses are eligible under this benefit.
  • Pay for your eligible dependents' health care expenses using this benefit, even if they are not enrolled on your PEBB plan.
  • Debit card option is available to pay for expenses directly, in addition to claim reimbursement.
  • Carry over unspent funds—up to $660—into the next year (2027).

Note: If the IRS announces an additional increase in the maximum contribution limit before the end of open enrollment, the SEBB Program will adopt those changes for 2026.

Are you a SEBB-benefits eligible employee whose rate of pay is $40,000 a year or less? If so, you may receive a $200 FSA contribution from your employer in January 2026. 

Limited Purpose FSA

The Limited Purpose FSA is intended for employees enrolled in UMP High Deductible with a health savings account (HSA).

The Limited Purpose FSA is a personal expense account allowing you to set aside a portion of your salary pretax to pay for qualified dental and vision expenses. Learn about FSAs.

  • Elect up to $3,300 to help pay for eligible expenses January 1 through December 31, 2026.
  • Contribute to your account with pretax deductions every paycheck.
  • Access to your full annual election amount at the start of the year.
  • Hundreds of dental and vision expenses are eligible under the benefit.
  • Can be used alongside a Health Savings Account (HSA).
  • Pay for your eligible dependents' health care expenses, even if they are not enrolled on your PEBB plan.
  • Debit card option is available to pay for expenses directly, in addition to claim reimbursement.
  • Carry over unspent funds—up to $660—into the next year (2027).

DCAP

The DCAP allows you to set aside pretax money for child and elder care expenses that enable you (and your spouse, if married) to work, look for work, or be a full-time student. Learn about DCAP.

  • Elect up to $7,500 to help pay for eligible expenses January 1 through December 31, 2026.
  • Contribute to your account with pretax deductions every paycheck.
  • Funds to cover expenses become available as you contribute to the benefit with each paycheck.
  • Eligible expenses include before/after school child care, preschool, day camps, elder care, and more.
  • Debit card option available to pay for expenses directly. You can also set up recurring claims to reimburse you automatically.
