PEB Board begins 2022 meeting season

On January 26, 2022, the Public Employees Benefits Board (PEB Board) met virtually for the first time this year. The meeting was open to the public via Zoom.

  • A panel including Dr. Andrew Oliveira, Regence Blue Shield, WA; Ross Laursen, Premera Blue Cross; Dr. Avantika Waring, Kaiser Permanente WA; and Dr. Kelly George, Kaiser Permanente NW, discussed federal hospital transparency and value-based purchasing impacts.

Health Care Authority (HCA) staff provided presentations on the following:

  • Washington’s Health Care Cost Transparency Board, which works to curb health care spending growth.
  • HCA’s pharmaceutical initiatives and transparency programs.
  • Demographics of Washingtonians covered by HCA, including PEBB members, School Employees Benefits Board (SEBB) members, and Apple Health (Medicaid) clients.
  • Recap and results of the COBRA subsidy offered to PEBB members in 2021.
  • Fall 2021 open enrollment summary, including enrollment numbers, customer service results, and plan trends related to service area changes.
  • Employee-paid long-term disability (LTD) benefit design recap and preliminary enrollment results.
  • Enrollment results for the new Limited Purpose Flexible Spending Arrangement (FSA).
  • Estimated savings to PEBB members in 2021 and 2022 from tax advantage benefits, namely Medical FSA and Dependent Care Assistance Program (DCAP), and the Limited Purpose FSA.
  • Changes to the Medical FSA, which is shifting from a grace period to carryover of funds at the end of the year. Staff gave examples of how the carryover affects the $250 Medical FSA benefit offered to employees represented by the collective bargaining agreement.
  • Results of new rules preventing and correcting dual enrollment in the PEBB and SEBB Programs.
  • PEBB My Account modernization project.
  • 2022 legislative session and bills of interest.
  • The Governor’s budget and possible effects on the PEBB Program.
  • PEBB medical trend overview.
  • Preview of issues the Board will consider this year.
