HCA releases RFP for fully insured medical plans

On June 8, 2018, the Washington State Health Care Authority (HCA) released a request for proposal (RFP) for fully insured medical plans. This is the latest step in fulfilling some of the procurement resolutions adopted by the School Employees Benefits Board (SEB Board) on March 15, 2018.

HCA issued this RFP as the second part of the procurement process for fully insured medical benefits for the School Employees Benefits Board (SEBB) Program; the first being the request for information (RFI) released in early April. To be eligible to respond to the RFP, carriers must have responded to the RFI.

HCA is looking to contract with one or more experienced fully insured carriers, particularly those interested in accelerating health transformation, to provide a number of plan design options that meet the needs of SEBB Program enrollees. Bidders must have adequate provider networks that are cost effective and deliver high quality services to members. A live or work provision is required to ensure coverage for school districts that cross county and service area lines.

SEBB Program funding rates will not be final until summer 2019. As a result, the RFP focuses only on non-cost areas such as proposed plan offerings, geographic coverage, provider network adequacy, clinical management, administrative services, and data and reporting.

Proposals are due on August 2, 2018. HCA plans to announce the Apparently Successful Bidder(s) and notify unsuccessful bidders by August 27, 2018.
