        <title>HEALTH CARE POLICY ANALYST - Project Position</title>

        <description>The HIP Project is currently funded through August 31, 2010 and with anticipated extensions, through August 31, 2014.Design and develop the HIP program, a new statewide health care insurance program funded through a federal grant award.&#160; Explore strategies to maximize small employer offer and employee take-up rates for health insurance coverage, accounting for market dynamics and rating methodology variability, with a focus on creating a program attractive to employers and their employees.&#160; Plan the integration of the HIP program with current agency operations to achieve quality improvement, enhanced customer service, improved access to health care or cost savings. Develop contingency plans to ensure successful project outcomes that reflect agency policy.Prepare short-term health care policy recommendations to the HIP Board and Program Director for HIP program implementation.&#160; Establish strategic direction for subsequent phases of health care program development and the implementation of new program components.Evaluate the impact of legislative proposals on health care policy and its impact on the HIP program.&#160; Recommend a course of action.Develop legislative and budget initiative proposals necessary to accomplish the program’s purpose in accordance with federal requirements and the agency’s strategic plan.Education:·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Masters degree in health care, business, public policy or related field.&#160;Experience within a health care delivery system designing, developing and implementing health care policies and programs may substitute year for year for education.Experience:·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Analyzing agency impact of proposed legislation, regulations, or rule changes. ·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Developing and managing health care policy including research, evaluation, and cost analysis of health care policies in the legislative process. ·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Planning and developing a new program.Knowledge of:·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; State and federal laws and regulations related to health care policy and purchasing including HIPAA and ERISASkills:&#160;·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Strong written and verbal communication and presentation skills.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Team building ·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Negotiations·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; FacilitationAbility to:&#160;·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Identify data needs of the program and perform long range strategic planning.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Troubleshoot and make decisions independently.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Work with community stakeholders to define challenges to programmatic operation and develop solutions.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Design and incorporate quality improvement into the overall program structure for ongoing measurement.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Experience managing budgets and external consulting resources.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Experience in, or ability to learn, health plan benefit design, how to apply premium subsidies, and a high-level understanding of how a health plan is rated.·&#160;&#160;&#160;&#160;&#160;&#160;&#160;&#160; Experience in project management.&#160;Includes creating project plans with defined goals, team assignments, timelines, constraints, risks, and outcomes.</description>

        <title>Director of Benefit Delivery Systems, Acquisition and Performance</title>

        <description>Serve as a senior leader and clinical expert in the PEBB Plan Management (PPM) organization, reporting to the Assistant Administrator.Direct vendor contract activity, support internal account managers, and provide clinical expertise and perspective to the PPM organization. Participate in procurement and implementation of new vendors and services.&#160; Ensure collaboration between benefit delivery, and other departments within PPM, the agency and with other stakeholders. Account manager for programs and contracts with clinical impact.Serve as the PPM Clinical Director, providing direct clinical support and expertise during the development of PEBB benefits, coverage, reimbursement strategies and policies. Answer clinical questions related to coverage, determinations of when content experts are needed for decisions, lead for contract review for clinical issues, implementation of new or changing issues.Lead and coordinate PPM clinical meetings with vendors and work with vendor medical directors to ensure coordination of policy changes such as HTA decisions, legislative decisions, etc. Participate in the annual development of benefit change recommendations for PEB Board consideration and other scheduled activities related to the annual PEBB procurement process.Management of 4-8 staff within the benefit delivery system, varying from front line classified staff to high level management positions.Current Washington health practitioner license (RN, Pharm D, MD, or other health care practitioner) AND a minimum of three years professional clinical work providing direct patient care in an evidence based medicine environmentThree years of health plan experienceKnowledge of health plan functions such as claims, preauthorization, medical review, and provider contractingMinimum five years experience managing a diverse staffDemonstration of excellent communication skills, both verbal and writtenTwo years experience working with or in the public sectorStrong leaderConfident decision-maker&#160;Undergraduate degree in a clinical or health related field.Contract or account management experience with vendors, writing or responding to RFP's, contracts, vendor accountability, etc.Experience reviewing, auditing, and analyzing health plan data or other types of health or medical information.&#160;</description>
