Federal grant funding for the establishment of Washington State's Health Benefit Exchange comes from the U.S. Department of Health and Human Services Office of Consumer Information and Oversight. Establishment Grant

In March 2012 the Washington State Health Benefit Exchange applied for Level Two Establishment grant funds.

In March 2011 the Washington State Health Care Authority applied for Level One Exchange Establishment grant funds. The grant funds were awarded in May 2011 in the amount of $22.9 million.

Planning Grant

In August 2010 the Washington State Health Care Authority applied for Exchange Planning grant funds. The grant funds were awarded in September 2010 in the amount of $996,295.

Health Benefit Exchange Issue Briefs

The HCA developed issue briefs to address several key policies Washington State must consider when planning and designing a Health Benefit Exchange. These issue briefs were submitted to HHS on January 1, 2011 to demonstrate Washington State's progress under the federal Exchange Planning grant.
