What are Patient Decision Aids and Why Would I Need One?
Patient decision aids are tools to help patients make better choices when there is more than one medically-reasonable option to diagnose or treat a health problem. Improved communication leads to more fully-informed patients.

Quality Forum
Key Legislative Points
The Washington State Quality Forum is established within HCA. Working with the Puget Sound Health Alliance and other local organizations, the forum shall:
- Collect and evaluate research regarding health care quality, evidence-based medicine, and patient safety to promote best practices, working with the Health Technology Assessment Program and the Prescription Drug Program
- Coordinate the collection of health care quality data among state health care purchasing agencies
- Adopt a set of measures to evaluate and compare health care cost and quality and provider performance
- Identify and evaluate information regarding variations in clinical practice patterns across the state
- Produce an annual quality report detailing clinical practice patterns for purchasers, providers, insurers, and policy makers
The agencies shall report to the legislature by September 1, 2007.

Emergency Room Utilization Report
The Washington State Health Care Authority and the Department of Social and Health Services shall report to the legislature by December 1, 2007, on recent trends in unnecessary emergency room ruse by enrollees in state purchased health care programs and the uninsured, and then partner with community organization and local health care providers to design a demonstration pilot to reduce such unnecessary visits.
