The Health Care Authority announces opportunity for participation in the Health Information Exchange Challenge Program - A Funding Opportunity Announcement (FOA) from the Office of the National Coordinator (ONC) for Health Information Technology

This FOA is a supplemental funding opportunity to the State Health Information Exchange (HIE) Cooperative Agreement Program funded by the Health Information Technology for Economic and Clinical Health (HITECH) Act provisions of the American Recovery and Reinvestment Act (ARRA) of 2009.

As the recipient of the State HIE Cooperative Agreement with ONC, the Health Care Authority (HCA) is eligible to apply for this supplemental funding. The HCA is searching for qualified public or private entities to apply for this funding, and partner with the HCA and the HIE lead organization, OneHealthPort, as sub recipient(s) of this funding.

There is an extremely tight schedule for applicants (see below schedule). If you are interested in pursuing this funding opportunity, please read the attached FOA carefully and completely. It is very important for you to thoroughly understand the intent and requirements of this funding, to conduct an assessment of your ability to meet the requirements, and to accurately identify gaps in your ability to meet the requirements.

Initial HCA Process

  1. Determine if you are eligible for this funding opportunity.
  2. Submit a Letter of Intent (LOI) to HCA - No later than 5 p.m. (PST), Wednesday, December 8, 2010.

This due date and requirements are non-negotiable. LOI submissions received after this deadline will not be considered.

Letter (Notice) of Intent Requirements

  1. Develop letter of intent as specified in the FOA, section IV. B. Content and Form of Application Submission.
  2. Provide a project abstract as described and specified in the FOA Section IV. B. Particular attention will be given to project goals, objectives, approach, significant partnerships and anticipated outcomes.
  3. Send the letter of intent with required information to HCA: Annette Burgin.

Next Steps - After Letter of Intent

Additional guidance will be provided on the process for application submission to HCA. HCA will perform an initial review of applications and make recommendations to the State Health IT Coordinator on proposals that merit further consideration. Organizations will then be notified of the status of their letter of intent and abstract submission.

HCA may, at its discretion, contact the organization for further information as part of the review process. However, it is important to note that a decision to support your submission will be made entirely on the quality and content of your submissions to HCA.

Applicants must count on their own resources to leverage against federal match. HCA resources will be limited to review and assessment of applications and determine eligibility to move forward to ONC.
