Health Information Exchange Lead Organization: OneHealthPort
OneHealthPort was selected by HCA's eHealth Collaborative Enterprise to lead the state HIE project planning, design and implementation based on their industry experience in facilitating secure exchange of business and clinical information as well as their technology expertise (as directed by SSB 5501). Their main objectives are to:
- Satisfy the grant objectives of the ARRA/HITECH Act
- Comply with the new State law (SB 5501 is now part of the Revised Code of Washington, Chapter 41.05)
- Design and implement the state HIE hub technology
- Attract private and public sector stakeholders to invest and participate in HIE

In response to feedback from stakeholder webinars hosted by OneHealthPort, a governance model that included an HIE Community Oversight Organization was recommended. The Foundation for Health Care Quality (FHCQ) was selected as the oversight organization. Their oversight role is to review and act on the following:
- The pricing model developed by OneHealthPort for HIE shared services
- The privacy and security policies for the HIE
- Accessibility of the HIE

Health Information Exchange Strategic and Operational Plans
The following Health Information Exchange Strategic and Operational Plans were submitted to the Office of the National Coordinator (ONC) on July 7, 2010. These plans are a requirement of the State Health Information Exchange Collaborative Agreement with ONC, which provides a 5-year, $11.3 million grant to the Health Care Authority (HCA) to advance HIE in our state. The plans were written collabroratively by the HCA's eHealth Collaborative Enterprise project team and OneHealthPort, the lead organization for Washington State Health Information Exchange.
